Wow - me too! I just found Richard's articles in print form. I read the latest one, part 4 I think, first and then read parts 1 & 2 of this series. I'll read part 3 tomorrow. I am very impressed! Now I see why Richard is a popular guest on Patel Patriot's shows, which I love. I've enjoyed his comments on the videos and now I'm even more of a fan.
Just my two cents, a 4000A 480v service is not that large of a system. I personally work on systems much much larger and do know anything the federal government does is to the nines so my guess is there is redundancy for sure as you stated and given the nature of the building and there is most likely plenty of room for growth in the electrical system.
